1989 Pontiac Firebird Brakes locking up

The left front wheel of my 1989 Pontiac Firebird keeps locking up. It has disks on the front drum on the rear. I have replaced both front rotors both front calipers, new pads all around and I have replaced the Proportioning valve, and it continues to lock up. During testing when the brakes are I applied the right front brake works instantly but the left front brake hesitates about 2 seconds before applying pressure, When you release the pedal the right front brake release instantly but the left front again hesitates about 4 second and some times does not release at all and lucks up. Any suggestions on what might be the issue.

Do you have an ABS unit? The F/R brake hose could be collapsed internally acting like a check valve
