1984 Pontiac Firebird 1984 trans am low amps

1984 Pontiac Firebird V8 Front Wheel Drive Automatic

The battery gage on my 1984 trans am is reading between 11 and 12, when i know it should be between 13 and 14. I have replaced the alternator and have a new battery installed. The car will start when i charge the battery, however turning on any lights or the radio makes the amp meter drop to almost 8. After letting the car idle for awhile, if i turn it off it will not turn back on (there is just a clicking noise). Any help as to what may be causing this would be greatly appreciated. Thanks!

inspect all ground wires and wires running to battery also check your voltage regulator
