should the hormic balancer pully outter part (metal) move part way around with the belt off? and why is it making a banging noise when running (metal to metal sound) the faster it runs the less it make the noise?

the balancer is probably broken. it happens, the rubber between it wears out from the torsionals and age and it takes it toll. it could also be the bolts loose on the balancer. You'll have to get the correct one and replace it.
