2003 Pontiac Aztek abs problem

When I apply the brakes at a slow speed, the brake pedal pulsates and the vehicle doesn't want to stop properly. They seem to work fine at a higher speed rate. What could be the problem?

Has the ABS light come on? One of the sensors is identifying a tire lock up.
