While driving the windows fog up , but the heater is working, if it is the core how hard is it to replace it and where would be the best place to go. Can it be managed with a used core instead of a new one

Hi:
The heater core may have a small leak. It will still work, but you will loose coolant and it can cause the window to fog. To replace it, you need to remove most of the dashboard. It's not a fun job. I woud get a new one rather than used. It's too much work to do it twice.
