1991 Pontiac 6000 center tail light problems

the center tail light that says pontiac on my 1991 6000 wont work. i have checked all the bulbs all wires look ok. i am sure it has to run from the head light switch not the fog lamp switch. what has me puzzled i tried to trace the wires the center light has a green and a blue wire. i pulled the head light switch i found a green going to it but not a blue. the fog lamp switch has a whole different color of wires. i looked at the back of the switch thinking maybe the blue wire had pulled loose or something but they was no signs of no missing wires. so i am lost since i cant find the blue wire could it be a ground running some where else? thats the only 2 switches in the car that controls any of the lights.

the centerlight is a stop light. it doesn't come on when you have the headlights on. It only works when you hit the brakes....
