1990 Pontiac 6000 fuel pump isrunning when car is off

The fuel pump is running when the ignition is off and the fuel pump relay is unplugged? What could be causing this?

Sounds like the orange wire which is the main power is shorted to the gray wire that goes to the fuel pump
