FAILED EMISSIONS TEST. WAS TOLD BY GARAGE THAT IN ORDER TO REPLACE THE EVAP HOSE THAT I WOULD HAVE TO BUY A NEW GAS TANK AND TOTAL COST TO REPAIR CAR WAS $1500. DOESNT SOUND RIGHT TO ME. IS IT TRUE TO REPLACE A HOSE THE GAS TANK NEEDS TO BE DROPPED AND REPLACED?

That doesn't sound right to me either. What hose are they replacing?

I would take it to another shop and get their opinion. As far as I'm concerned, I would replace the hose.

I DID FIND THIS ON ANOTHER SITE, SO MAYBE THEY JUST NEED TO DROP THE TANK AND NOT REPLACE IT.
If you first get a P0442 or P0456 then a while later get a P0455 it is a sign a hose is going bad.
It is common for the hoses over the gas tank on Jeeps and some other chrysler cars to go bad, which requires removal of the gas tank to repair.

That sounds correct. However, the tank shouldn't need replaced.
