99 Grand Voyager AC only comes on at high setting

I have a 1999 Plymouth Grand Voyager with 110,000 miles on it and a 3.3L engine. Recently, the air conditioning has started behaving erratically. Now it will only come on if we turn the control to 4 or 5. At 1, 2 or 3 the fan will not turn on. The AC cools just fine at 4 and 5, so at least that is not part of the problem. Sounds like the resistor pack, its job is to vary the speed of the blower motor by dropping or increasing resistances.
