1999 Plymouth Voyager transmission wont shift out of first

My transmission wont shift out of first gear. I ran it on my computer and its coming up with Transmission Control System Malfunction. Would it be the TCM or the PCM?

try to run a check on the solenoid pack mounted on the side of the tranny
if OK check wiring then TCM

1st I would do the solenoid pack
8 of 10 it is solenoid pack
