1999 Plymouth Voyager transmission wont shift

The trans wont shift. Stays in 2nd gear. Ther is no slipping and I changed gasket, filter, and fluid. Trans fluid is not burnt. What do I do?

Most and very common is tranny solenoid
you must have a check engine light on
cycle the key on off on off on get the codes
let me know what you have
