1999 Plymouth Voyager Instrument Cluster

Started having a light show today. All gauges are not operating and Odometer and Gear display vigorously flashing. They flash after bring turned off. They also remain on hours after shut down. Engine working properly, all other electrical seems to be properly working. I was told about some circuit board that needs to be replaced.... Is it easy to do yourself? I looked at Chilton's Book and saw nothing about this. Any ideas?

What circuit boards are they refering to? The insturment panel? Also, has anyone checked the body control module (BCM) or for bad grounds?
