1999 Plymouth Voyager 6 cyl Front Wheel Drive Automatic

when my high beams are on my right headlight goes out but when I turn off the high beams the right headlight stays off and the high beam light stays on but very dim. What could be the problem.

If it's dim, how do you know it's the high beam staying on? This sounds typical of a bad ground. Wiggle the bulb's connector. If you see a change, suspect corroded terminals in the connector. If there is no change, follow the wiring harness back until you find the ground wire. Check for a loose or corroded connection where it's bolted to the body.
