1999 Plymouth Voyager Colling Fans

The cooling fans stay on after the engine is shut off. What would cause this to happen? I have been told a faulty relay, and a bad cooling sensor. If so, where would they be located on this van.

In the engine compartment in a black box on fenderwell. Pull relay if fans stop replace relay.
