1998 Plymouth Voyager radiator fan is on all the time

the radiator fan actually both fans are on all the time i checked the fuese and seems ok so, when i turn of the engine i need to teke off the fuse because they keep on even when the motor is totally cool down; i hope some body have an anserw please
