1998 Plymouth Voyager My van will not reverse

1998 Plymouth Voyager

My van will drive forward (albeit one tire seems like it isn't turning with the others). Then when I put the van into reverse it seems to go in but at the same time it will not reverse. The emergency brake is not on but it kind of feels like it is trying to reverse but just wont, almost as if the emergency brake is on. What should I be checking/doing?

Jack rear tires and check if both spin free as they should if not have to remove tires and check brakes
