1998 Plymouth Voyager Instrument Cluster Gauges don't work

All fuse checked good, have trouble codes P1695 and P1698 basicly no bus communication between body mod. and pcm the odom. and trans indacator come on for about 10 sec when key is turned on and then goes out. Van drives and shifts good I don't know if I should replace the body control mod or Instument Cluster ? Every thing else works ok. note .my scan tool will only talk to the PCM

Remove cluster and check connector pins to the board
