1998 Plymouth Voyager failed insturment panel and lights

i have a 98 voyager and the headlights and insturment panel went out and have been out for awhile now i have tried the resoldering the insturment panel board and that worked for awhile and then it stopped working i replaced the battery and the battery cables all fuses were checked visually and with a volt metor any suggestions would be very helpful i use the van for work thank you for your time

Instrument board soldering is very common failure and I would take it apart and check again
