Does the air bag system need to be reset with a scan tool after repairs, clockspring replacement to be specific?

Once repairs are done, the light will go off. Every time you turn on the ignition switch, the light must turn on for seven seconds, then go out and stay out. The system is active then and ready to pop in a crash. Even in the event of an intermittent problem, if the light goes off while driving, the system will still work even though the diagnostic code will stay in memory.

There is no need to erase the current code except that it could confuse the mechanic if a new problem develops. Eventually stored codes erase automatically if the problem doesn't occur again.
