1997 Plymouth Voyager seized wheel

my right rear wheel has had an issue with seizing. I was told by a sometime machanic that the problem is the self adjusting parking brake. Does this sound correct and how do i release it. For a while when it began, backing up would release it but wont any more! Thanks!

self adjusting parking brake. Could be the problem here if backing up don't do good anymore -you need to open it up and investigate what's happening in there-the W/C could be frozen up and shoe not retracting off the drum and locking it up
