1997 Plymouth Voyager bumping noise

My van has a bumping (popping) noise in the area of the right front tire. It is not consistent nor continous and occurs mainly after stopping while going forward again. The tires are ok and the brakes are new. Could it possibly be the outer cvj or a steering component. There is no shake or wobble at speed.
