1997 Plymouth Voyager brakes seized up

Changing rear brake shoes and car will not move afterward. Why?

Either the shoes are not installed correctlyor they're adjusted out too far. You should have had to turn the star adjuster bolt shorter to accommodate the new, thicker brake shoe lining. Unless your backing plate has an adjustment slot (my 1995 doesn't), it's a trial-and-error method to adjust them to just tight enough to not rub excessively or bind (a little light scraping is OK). Apply the brake pedal to center the shoes before turning the drum by hand to check.
