Do the brakes apply? If not, or if the steering wheel tugs to one side, suspect a constricted front rubber brake hose. Try opening a bleeder screw on a caliper, then watch for brake fluid when someone pushes the pedal. If no fluid comes out or heavy pedal pressure is required, the hose is probably pinched off by rust buildup inside the crimp of the metal bracket holding the middle of the hose. You can open that crimp up a little with a channel lock pliers.
