1996 Plymouth Voyager steering hard sometimes

when i start car and make turns, steering is very hard and squeals very loud. if engine gets wet squealing goes away and steering goes back to normal. in the morning if there is morning dew it doesn't squeal very loud and steering is not too hard. what is it?

Sounds like belt condition or tension needs to be checked.
