1994 Plymouth Voyager serpentine belt

I replaced belt and when I turn motor on the belt rides halfway on power stweering pulley. And belt finally cuts in half.I keep lining it up but it keeps going 2 ribs off of steering pulley. Whats throwing it off?

You need to read th tech bullten on your van, install the shiel, get shield at the dealer. here's the TSB:

A ARTICLE BEGINNING SERPENTINE DRIVE BELT COMES OFF PULLEYS Model(s): 1991-95 Chrysler (AS) Town & Country 1991-95 Dodge (AS) Caravan 1991-95 Plymouth (AS) Voyager 1992-95 Chrysler (ES) Voyager (European Market) Group: Cooling Bulletin No.: 07-02-94 Rev.A Date: December 23, 1994 SYMPTOM/CONDITION If the vehicle is driven through deep or drifted snow the serpentine drive belt may be forced off of its pulleys by snow coming in between the belt and the pulleys. DIAGNOSIS Determine the road conditions the driver of the vehicle was encountering at the time the serpentine belt came off. Verify all of the pulleys are in proper alignment and pulleys and accessories are properly attached. If the driver of the vehicle indicates deep or drifted snow may have been a factor in the serpentine belt coming off its pulleys and any pulley mis-alignment and/or accessory/pulley attachment problem has been corrected, perform the following repair procedure. NOTE: This bulletin supersedes Technical Service Bulletin No. 07-02-94, dated March 4, 1994 which should be removed from your files. Revisions add 1995 and ES vehicles. NOTE: This bulletin applies to vehicles equipped with a 3.3L or 3.8L engine.

REPAIR PROCEDURE This bulletin involves attaching a shield to the power steering pump and the power steering pump bracket that prevents snow from coming in between the serpentine belt and the power steering pump pulley. 1. Reinstall the serpentine drive belt or replace with a new belt if damaged. 2. Remove the second from the bottom bolt that attaches the power steering pump bracket to the engine block. 3. Position the shield (P/N 4773892) so its mounting hole (closest to the oval cutout of the shield) goes over the stud on the back of the power steering pump and the other mounting hole is aligned with the hole of power steering pump bracket from which the bolt was removed in step 2. See Fig. 1 . Fig. 1: Installing Shield 4. Install the lower power steering pump bracket attaching bolt and torque to 30 - 50 ft. lbs. (40.7 - 67.8 Nm). 5. Install nut/washer (P/N 6501926) on the stud at the back of the power steering pump and torque to 30 - 50 ft. lbs. (40.7 - 67.8 Nm). WARRANTY INFORMATION POLICY: Reimbursable within the provisions of the warranty. LABOR OPERATION NO. 07-20-15-95 TIME ALLOWANCE: 0.4 Hrs. FAILURE CODE: P8 - New Part NOTE: On early built 1991 model vehicles, if there is a tab on the power steering bracket that interferes with the fit of the shield, it is necessary to saw it off. Do not break the tab off.
