1993 Plymouth Voyager Shudder at stops

Hi, I just got a 93 plymouth Grand-voyager up and running. the only remaining problem remaining is a shudder as I approach stops from speeds above 15 mph. Upon reaching apox 5mph (right about when the downshift from 2nd to 1st should occur) the vehicle experiences a shudder, a sudden lurch forward and a slight bogging of the engine, and then it completes the stop.

So far I have done the following to narrow it down:
1) it is less severe or even unnoticeable if breaking hard or extremely softly, though this has been claimed to be the problem being intermittent.

2) I have stopped while in neutral to rule out the tranny, it dosn't studder in neutral but it does make a thunk which sounds internal to the engine compartment.

I am trying to track down the location of the ABS and disable it temporarily. supposedly there is a fuse which i can accomplish this by but haven't found it yet (assuming the van has ABS as there is no ABS light upon ignition as the repair manual suggests there should be)

by drums and rotors you mean the brakes? (sorry I'm mechanicly inclined but not up on terms and lingo, or tools for that matter)

If rotors or drum out of round will cause your issue
what meant of out of round is that the rotors or drums bent or rusty have a high point and need to be machined or replaced
