1993 Plymouth Voyager Hard to turn

My van has serious issues when it comes to turning either left or right. The power steering fluid is full and unless I go through a puddle it doesn't want to turn. Any ideas??

can you be a little more clear, the wheel wont turn unless, it goes through a puddle??????
