Fan motor only works on high or off. I took the control panel out and replaced with another from the salvage yard. Got the same result. If there is a relay that needs to be replace. Which one and where is it? Thanks

Replace the blower resistor assembly. It is bolted to the heater box near the fan motor. There is a thermal fuse in it. If the new assembly burns out in a short time, the fan motor is developing tight bearings and will draw excessive current. You'll need to replace the motor too in that case.
