Are you getting fuefrom the pump? If you disconnect the feed line between the carb and pump, does it pump the correct volume? If so, either the needle valve in the carb is sticking, or you have a pinched line.
Let me know if this is the problem because you mentioned flooding and no fuel to the carb.

Yeah the pump works fine, I replaced the needle valve and the carb still floods. Its almost as if the pump is thowing too much fuel too fast. Is that even possible with a mechanical pump?

If the float is set too low, the needle valve won't stop the fuel in time and cause it to flood. WHen you prplaced the needle valve, was the seat replaced too? Did you set float drop? Is the car's choke opening?

I put a fuel regulator on today set it at 5 psi and the car runs great. No idea why a manual fuel pump would put out more than nessicary but this is the case I suppose.

That is the purpose of the regulator. I'm glad it is working. Let me know if you have other questions. Also, I believe a manual pump can goup to around 17 PSI.
