1987 Plymouth Reliant poor acceleration

hi. my girlfriend has a 1987 plymouth reliant, when you step on the gas more than about half way it seems to have no power at all and does not gain any speed, if you let off the gas a little bit it will seem to pick right up, i thought maybe it was just a weak motor or bad sensors so i cleaned the majority of the sensors, installed a new fuel pump as well as fuel filter, new air cleaner, also i put a new motor in because the old one blew the head gasket, the new motor does the exact same thing, i just rebuilt this motor before i put it in so i know it is good, any suggestions on what to check next?
