1999 Plymouth Neon Anti Theft Device?

I need to know how to bypass or remove a VTP Anti Theft Device that takes a chip key. The Lights, Radio, Gauges and a humming noise come on when I turn the key. Engine doesn't crank. Starter is good, battery is good. thank You!

What do you think this is, a silly GM? There's no trouble-prone anti-theft system built into the ignition switch.

Do you hear a single loud clunk when you turn the key? If so, you have worn contacts in the starter solenoid.
