1997 Plymouth Neon 100k miles

Approx 10 to 15 mn after turning on the headlights they start to blink on and off.

Get at the headlamp switch connector, when the problem is ongoing, use a testlite, check voltage at lite green wire, if the voltage is pulsing, I suspect the headlite switch or the feed circuit to the switch.
