1996 Plymouth Neon Radiator fan will NOT turn on!

I have tried replacing the coolant temp sensor, thermostat, relay, and fuses. The fan works just fine if wired straight to the battery but wont turn on automatically when the engine gets hot or with the a/c. I also ran a new wire from the fan to the PCM. Any ideas what to try next??

I also ran a new wire from the fan to the PCM. What made you do this? The computer controls the activation of the fan relay when it senses the programmed engine temperature

I ran the new wire in case there was a break somewhere in the original.
