Windshield Wipers not operating

Four cylinder front wheel drive automatic 40,000 miles

Yesterday in a heavy rain storm the wipers stopped operating all of a sudden. The fuse for the wiper motor tested good. Does this sound as though it is the wiper motor? And on this model, where is the wiper motor located?
