Why would the metal piece in the middle of the distributor not turn and we put in a new fuel pump?

Hi:

The part in the center of the distributor which the rotor button goes on should turn. If it doesn't the distributor needs removed and checked.

Joe
PS: If it doesn't turn, the car won't start.
