1999 Plymouth Breeze Fuel Filter

I want to change my fuel filter, but I can't find it.

I believe it is mounted on the frame above the rear of the fuel tank near the filler neck. If it's not there, then it will either be inside of the gas tank itself or on the driver's side frame near the driver's door.
