1999 Plymouth Breeze Brake won't stop!

I replaced the new brake pads and new rotors and I push all the way to floor and won't stop! and check the fuild it still full. i have no idea! thanks

after brake job brake paddle should be pumped 3 to 4 times before you drive the car
it allows the piston to make contact with the pads and push them to make contact with rotors
