1999 Plymouth Breeze BLOWING FUSE

When you try to start the car the 20 amp Ignition/fuel starter fuse blows. At first it would do it occasionally but now most every time it does it and won't allow the starter to turn over. Does anyone know if this is common to the Plymouth Seabreeze? Where should I start to look for a short?

change the starter check the wiring around it
