1998 Plymouth Breeze Starter

When I start the car, it drags as though the battery is low, but I've replaced the battery and that hasn't helped. I'm wondering if it could be the starter. If so, how difficult is it to replace it myself?

What do you mean it drags". Do you mean a slow crank?

Because its still cranking, I dont think its the starter. Check all of your connections for breakage and corrosion, especially at the starter. Then have your alternator tested
