1998 Plymouth Breeze One wheel locked

Im a car newbie n id hate to bring my car to the shop if i can fix it myself. So my question is that my back driver side wheel is locked up. Is it brake problem? Or is it something else? Would it be something i can easily fix? Any answers or comment would be appreciated. Thanks.

Hi:
Chances are, it has something to do with the brakes. It could be a e-brake cable sticking and holding the brakes on. Maybe some of the springs may have broken causing problems.

If you have the tools and know how, remove the tire and drum so you can check what is going on.

Let me know what you find, and we'll go from there.
