1998 Plymouth Breeze light on wipers will come on

My problem is every time I turn the head lights on the wipers will come on now they do not come on with just the running lights nor do they come on unless the key is in the acc or running spot. I have already replaced the entire light and wiper unit which house both switch on the steering column. If the key is not on and I turn on the head lights the wiper do not come on.
I have also checked all fuse and replaced the barker switch under the hood. I am lost Please help

I think your problem lies within the short circuit in the key ignition switch.
