Hi:
Without hearing it, this is a tough one. Could it be something as simple as the power steering pump is low on fluid?

I noticed a washer infront of one of the adjustment bolts. Could this be putting the alternator out of alignment enough to make a whinning noise? Looking at the serpintine belt- you can see it is obviously not lining up, but not enough to tell exactly where the problem is.

Yes, a washer could cause an alighnemt problem. As far as the sound you hear, we'll have to wait until the belt is aligned to know for sure.
Keep in mind, if there is only one washer there, others could be missing. It will have to be a trial and error effort.
