1996 Plymouth Breeze the starter

Where is the starter located and if im driveing down a highway and the starter goes will I still be abel to drive or will the car completly shut down. Thnx

The starter is located on the flywheel, where the engine and tranny meet.

The starter if it goes out, will not affect if you are driving unless by some odd chance it gets jammed in the flywheel. The starter is only used for cranking the engine on start up.
