1995 Plymouth Acclaim Timing Troubles

I just re-aligned the timing marks as per the diagram provided on this site. I have rotated the engine to ensure all marks were still true to alignments provided. For some reason, it fails to start now... I have checked that the #1 piston is at top dead while the rotor is firing #1. This is all in order. I also took the air cleaner cover off to check the TBI for fuel delivery, and it is definitely getting fuel. I did notice however that the fuel pressure regulator is creating a fountain of gas out of the top. I'm sure it's in need of replacement, but it was running prior to the replacement of the timing belt.
First, is this an interference motor? Second, any ideas on what could be preventing it from running?

Not an interference engine. Engine is probably flooded, but check for spark too. If it's missing, measure the voltage on the coil positive wire or one of the small wires on the back of the alternator, but you must measure during engine cranking.
