1993 Plymouth Acclaim How to raise the idle and tighten the

i have a 1993 plymouth acclaim 4cyl the idle is kind of low i dont know where to raise it and i noticed the throttle cable is very loose im afraid its gonna come off the guider on the throttle body is there a way to tighten this and could that be why the idle is low i have performed all scheduled maintanence for this car timing,fuel filter,cap,roter,wires,plugs,all belts,water pump, thermostat,trans service etc
