When the temperature falls below 0 grd Celsius power steering pump fluid from the vessel behaves as follows: every time you kill the engine the liquid spits out through the ventilation hole . This leaves the return pipe as a foam and rise in pressure in the expansion vessel and then go out through the hole of the talking.
If you stop the engine 2-3 times all the liquid is lost. The pump is electro-hydraulic. Changing fluid, the pump and ventilation installation does not give good results. With the engine started liquid level is normal and it's nor foam. It is a common problem on Peugeot 407 2HDI and not know the reason and cure.

replace the pump and check lines/rack etc. for leaks
