2000 Peugeot 306 Engine Timing

Ive just replaced the timing belt on the engine of my car, ive tried rotating the engine by hand clockwise and it will not budge, does that mean i have messed up the engine timing?

remove the spark plugs and try again .. did the belt break ? you may have bent valves
