2003 Peugeot 206 Two Wheel Drive Manual 64000 miles

Hi there, I have a 207 diesel, I has been making this helicopter type noise. I think it may be the fan, as it only happens when i am stuck in traffic, which i presume is becuase no air is rushing in to the car. is it safe to drive?

have the fan checked ..if it stops working the car will overheat !
