1998 Peugeot 106 Won't start when cold

Engine Performance problem
1998 Peugeot 106 Front Wheel Drive Manual 137000 miles

Battery tested and is fine. New glowplugs installed.
If temperature drops below about 5 centigrade the car will not start on its own. Starts straight away with jump leads from another car's battery and will then start ok for the rest of the day. Once started it runs fine.

replace the battery .. may ahve a bad cell inside which will not show on test !!
