no they can be intermittent as well if your check engine light is on then get it scanned for codes auto parts does for free.

What do you mean by DTC? That normally stands for Diagnostic Trouble Code and usually turns on the Check Engine Lamp. If you are asking if it is normal to have a particular code all the time. No it is not.
